5 Year Audit:  Program Assessment Final Report (1/2008) 
A broad overview and evaluation of waste reduction programs within Alameda County, prepared by HF&H Consultants, LLC, with assistance from Kies Strategies, SERA, Inc., and Environmental Planning Consultants. Profiles and comparisons of municipal programs and analysis of various operational and system issues, including mandatory recycling ordinances and landfill bans.

5 Year Audit: Program Assessment – Member Agency Program Summaries (1/2008)
A companion appendix to the Program Assessment Final Report, this volume, prepared by HF&H Consultants, LLC with assistance by Environmental Planning Consultants, contains profiles of the recycling and solid waste systems in each of the 14 cities and 2 sanitary districts in Alameda County.

Alameda County Hazardous Waste Management Plan (1995) - Executive Summary
This Plan is to encourage the reduction of the amount of hazardous waste generated in the County, and to the greatest extent feasible, minimize the number of hazardous waste management facilities.  

Alameda County Integrated Waste Management Plan (2003 - Amended 2010)
Pursuant to the California Integrated Waste Management Act (AB939), this plan identifies plans and programs to achieve state waste diversion mandates. 

Alameda County Source Reduction and Recycling Plan (2003, with Green Building, Business and Public Agencies, Organics, Schools, and Media and Outreach program revisions adopted January 2006)
Pursuant to the Alameda County Charter ( Measure D ), this plan identifies a comprehensive strategy for reaching the county's waste reduction goals.  Modifications adopted March 2007 by the Authority and Recycling Boards.

Alameda County Recycling Board "5 Year Audit" Financial Review and Evaluation (2007)
The Financial Review is a comprehensive financial review of funds raised and spent in fiscal years 2005/2006 through 2001/2002 through Measure D, with monitoring and reporting on compliance with the mandates of Measure D. 

Alameda County Waste Characterization Study (2008)
StopWaste.Org retained R. W. Beck, Inc. (R. W. Beck) to complete the 2008 Alameda County Waste Characterization Study. This Study was designed to provide updated solid waste composition and quantity results for evaluation of current conditions and further comparison with previous studies completed in 1995 and 2000. Alameda County Waste Reduction and Recycling Initiative
Charter Amendment (Measure D)

Measure D established the Alameda County Source Reduction and Recycling Board. It was approved by the voters of Alameda County in November, 1990 by a margin of 63%. The requirements and prohibitions contained within the Alameda County Waste Reduction and Recycling Initaitve apply to the County of Alameda, as an entity, and to unincorporated areas within the county.

Innovation, Leadership, Stewardship - A Report by the Institute for Local Self-Reliance
The Institute for Local Self-Reliance, based in Washington, DC, has collaborated with the Alameda County Waste Management Authority and Recycling Board to produce a report, "Innovation, Leadership, Stewardship."  Written by the staff of the Institute, the report highlights a number of programs and policies that have made Alameda County a respected national leader in the field of waste prevention and recycling.

The Impact of Environmentally-Related Education on Academic Achievement - September 2006
StopWaste.Org is pleased to make available this report on The Impact of Environmentally-Related Education on Academic Achievement. The report was commissioned by the Source Reduction and Recycling Board to determine whether there is sound evidence that environmental education could support academic curriculum goals and to identify program trends that could inform environmental education programs in Alameda County. We share the report findings with the environmental education community to assist in garnering support from school administrators. Additionally, the report provides findings that can assistprogram providers in designing, developing and delivering programs to address student academic achievement outcomes. Our intent is to help build environmental education capacity and quality in Alameda County, and growing environmental literacy.

Research Projects  (2001-2003)
During 2001-2003, in partnership with the firm of Evans-McDonough, Inc., the Waste Management Authority conducted a number of research projects regarding the attitudes and behaviors of Alameda County residents. A number of (qualitative) focus groups were conducted on various aspects of waste prevention and recycling, along with two scientifically reliable (quantitiatve) telephone surveys.

Waste Prevention and Sustainability: Case Studies for Local Governments
ICLEI – Local Governments for Sustainability, has collaborated with StopWaste.Org to develop Sustainability Inventories for five jurisdictions in Alameda County. The Sustainability Inventory provides a jurisdiction with an initial (baseline) “picture” of each community’s environmental, social, and economic conditions and resources. The cities of Albany, Berkeley, Dublin, Oakland, and San Leandro have completed inventories. The Case Studies presented here provide some examples of actions municipalities around the country are taking to implement sustainability plans and policies.

Waste Prevention Program Survey and Library - Final Report  

Weight-Based Disposal Research Project - Final Report (December 25, 2001)
In 2000 and 2001, the Alameda County Waste Management Authority (ACWMA) gathered weight data on waste disposed from over 1,500 businesses comprising four commercial waste collection routes in Oakland and Hayward. In addition, the ACWMA commissioned a waste characterization study that included analysis of the composition of waste from 260 of the businesses for which weight information was collected. This report provides a summary of the study, reports on our statistical analysis of the data, and draws conclusions regarding the data’s usefulness and applicability for diversion program planning. The primary objective of this report is to apply the findings of the weight-based data as broadly as possible while understanding, and not exceeding, the limitations of the data. The goal of the project is to determine whether subsets of the data for specific industry/business groups can be used to guide the development of targeted diversion programs.
