Rooftop Heat Pump HVAC Upgrade Project

The ALAMEDA COUNTY WASTE MANAGEMENT AUTHORITY announces its intent to
award the contract for the installation of rooftop heat pump HVAC units to:

American Mechanical, Inc.
1275 Boulevard Way
Walnut Creek, CA 94595

Award of the contract is subject to approval of the Board of Directors of ALAMEDA COUNTY
WASTE MANAGEMENT AUTHORITY.
Pursuant to section 9 of the Instructions to Bidders, there will be a three (3) business day period
allowed for bid protests. Protests must be emailed to Arliss Dunn (
adunn@stopwaste.org) and
Ben Cooper (
bcooper@stopwaste.org) no later than 230PM Monday March 18, 2024.
NOTICE: Contractor shall not begin, and may not be compensated for, any work
performed prior to the date the Agreement is executed.

The Alameda County Waste Management Authority (ACWMA) intends to enter into a contract to install new heat pump HVAC units at the agency’s office located at 1537 Webster Street, Oakland, CA 94612. We reserve the right to reject all bids.

Applicants may obtain copies of the bid documents on this page or by emailing Ben Cooper.

A non-mandatory bid walk for contractors interested in bidding on the project took place at the StopWaste office at 8:30AM on Tuesday February 20th, 2024. The StopWaste office is located at 1537 Webster Street, Oakland, CA 94612.

Sealed bids for this project will be received by Arliss Dunn, Clerk of the Board, at 1537 Webster Street, Oakland, CA 94612 until 8:30AM on Thursday March 7th, 2024, at which time they will be publicly opened and read. The bid opening can be remotely attended via Zoom though this link.

Bids must be made on the proposal forms included in the bid documents. The sealed envelope should be clearly marked with the name of the project and the time of the bid opening. Contracts will be executed by Timothy Burroughs, Executive Director of the Alameda County Waste Management Authority (ACWMA).

Q&A/RFI:

  • Does the existing gas line on the roof need to be removed?
    Yes, the gas line needs to be removed and properly disposed of/recycled.  It must be capped at the roof penetration.

     
  • Can a 120v HPWH heater be specified?
    Yes, a 120v heat pump water heater on a dedicated circuit with a minimum 60gal capacity may be specified.  Per current docs, 240v is OK to specify as well.
  • References to sections 230800, 230593, 234000, 230548, 230513 and 230501 within spec section 238119 should all refer to spec section 230000
  • The adjacent AC transit parking lot on the North side of the building will be made available for crane access
  • Our current HVAC controls consultant is Jezrahiah Farley jfarley@iqcontrols.net. Feel free to reach out to him in relation to your bid and/or include him as a sub (not required)
  • The project will require a construction access permit for the crane to lift equipment onto the roof from the adjacent AC Transit parking lot. AC Transit access to the lot is 24/7, so a traffic control plan allowing car access through the unobstructed gate will be required. StopWaste is in contact with the appropriate AC Transit staff and will facilitate the permit application, for which the selected contractor will be responsible.
