Transportation Request for Qualifications
StopWaste seeks qualified providers of bus transportation for K-12 students, teachers, program staff, and other passengers to and from our educational programs in Alameda County. StopWaste is seeking transportation services for three programs: the Transfer Station Education Field Trip Programs, StopWaste Ambassador Program (SWAP) Youth Leadership Program, and StopWaste Schools Network Training & Partnership program.
Responses to this RFQ are due July 28, 2023 at 5 p.m.
Below are answers to questions we have received from applicants regarding this RFQ:
- Could you provide the list of vendors / operators who have been invited to respond to the RFQ?
Attached is a list of vendors that received the RFQ announcement.
- We have found bi-monthly billing (2 x per month) to work the best. The RFQ suggests Monthly Billing. We request the County to change it to Bi-Monthly billing
Our current request is for monthly billing, however, during the interview and selection process, we may discuss changes to this step based on our needs and the needs of the selected vendor(s).
- Does Alameda County have a program in place to offer a grant and/or subsidy to upgrade the buses using Internal Combustion Engines (ICE)? If so, please share the details and provide contact information for the person in charge of the program
Alameda County does not have an incentive program for light, medium, or heavy-duty zero emission vehicles. The California Air Resources Board has this resource that lists the types of conversion technologies that are approved in the state. For incentives for the purchase of new buses, the CEC has a list of State and Federal Resources and the Bay Area Air Quality Management District has additional resources.
- The RFQ suggests it is only for a 1-year term from July 2023 to June 2024. Kindly confirm the contract will be awarded for just 1-year term.
The contract term is for one year with the potential to renew up to 6 years.
