StopWaste is seeking responses from organizations (including businesses, nonprofits, other entities) and individuals that can provide technical assistance and education to expand on-site composting and compost use in Alameda County.  Audiences include (but are not limited to) farmers and ranchers, landscape professionals, public agency staff, and home gardeners.  Entities offering services appropriate described in the Request for Qualifications are encouraged to submit qualifications documenting their experience. We highly encourage applicants from a variety of composting backgrounds.

Responses are due November 1, 2024, at 9 pm Pacific.  Interviews, if necessary, will be conducted during November.

Frequently Asked Questions

Do I need to submit qualifications for all aspects of both tasks?

No. Qualifications may be submitted for any aspect of either task, and may include additional examples of expertise related to but not explicitly specified in the tasks.

Do I need a business license?

No.

What if I do not currently have insurance that meets the requirements in Appendix A?

You can update your insurance to meet the requirements. Alternatively, because this RFQ is not resulting in the award of a contract, you may submit an estimate of the cost of procuring or updating insurance. However, to enter into a professional services agreement with StopWaste, contractors must meet the insurance requirements in Appendix A.

What happens if my qualifications are accepted?

StopWaste will maintain a list of pre-qualified vendors to provide technical assistance and education services for the next five years. We are currently planning our education and technical assistance offerings for the next year.

Will you accept example projects that were done prior to my working with current company?

Yes. If we were to contract for services from the company, we would confirm that the staff listed in the statement of qualifications would be providing the services. Also, if you leave your current company, and would like to remain on the pre-qualified vendor list, you will need to re-submit qualifications the next time we release an RFQ.

Can I submit three (or more) project examples that were done at one site/operation?

Yes, if they demonstrate different types of relevant expertise/experience.
